Nick Lee works for Hampshire Learning Centre which provides training and development support to about 13,000 staff working for Hampshire County Council (HCC). Hampshire Learning Centre designs, builds and delivers electronic resources and interactive eLearning courses which help this busy council to bring new staff up to speed quickly and provide essential legislative and performance management training consistently.

Hampshire Learning Centre has been using Lectora from Trivantis to create and deliver learning across the council intranet and via CD-ROM to staff based at remote locations. The council carefully measures its impact: “Between 600 and 1200 people complete one of our courses each month. The courses we create with Lectora allow us to provide learning to an audience much wider than just the intranet community.”
“We recently reviewed all the alternatives, but in the end we simply upgraded to the newest version of Lectora.”

The tool’s flexibility is one of its strengths for this organisation “Lectora is flexible enough to let us create what we need. For instance, we recently used Lectora to create a new fire safety training course and trained 500 people in just the first week. However, it is equally able to provide performance management information or an education piece on new legislation.” Lectora’s ability to integrate material from third-party applications is used extensively. “As an ex-web-developer I tend to create and integrate a lot of Flash graphics, whereas other departments write IT courses in Captivate. We have found you can combine both easily.”

Nick had not used Lectora prior to his role at the Council, but is a convert. He is not the only one “One of the key things is that it’s really easy to use; even as a technical novice you can create basic courses within half a day.”

“We are nowhere near pushing the boundaries of what Lectora can offer us!”

Cost efficiencies are a constant pressure within local government and using Lectora within a blended learning environment really delivers. “The most obvious saving was on the cost of the product, which is far lower than other tools – as it doesn’t require a yearly payment plan! Courses that people can take at their convenience mean huge savings on training venues, travel and time out of office.”

Council learners agree that this approach works. The council gathers feedback as part of its continuous improvement process, and gathers a standard evaluation at the end of each course. “The percentage of feedback returns is increasing, and the feedback itself is brilliant!”

Interactive eLearning looks set to stay a feature of organisational development at HCC. “People have realised that creating courses this way adds a useful tool to our learning delivery. Users find it non-intrusive and flexible and are happily taking it on board.” On Lectora itself he is equally confident “We are nowhere near pushing the boundaries of what Lectora can offer us!”
